my computer slows down as I am viewing my photos or watching a video, is this a software issue or something else
Could you provide a little more detail? for example, when viewing photos, do you have just one photo open or are you opening a whole slew of photos at once that might be sucking down a lot of memory? In other words, describe the steps you are taking that are leading to the slowness.
Also, tell us a little bit more about your system - does it have very little RAM, what kind of graphics adapter, CPU, etc.
Are there a lot of programs running simultaneously? How are you judging what you consider slow?
You could also provide some details such as output from Task Manager showing CPU usage, memory usage, etc.
Is this problem new or has it always behaved this way on this system? If new, can you think of any things that changed since the problem first began?
Basically, any details you can think of that might help in a diagnosis.

Okay, so we have a good start here. We know that at the time of this data, the CPU is not getting pegged and there is plenty of available memory.
okay great, now I am not sure about a lot of the other stuff you asked me, or where I should even look for it. I tend to just open one of my picture folders and browse, then shortly after it seems to take longer and longer

could part of the issue be that I have quite a few pictures and vids saved on this computer? also I do have a lot of desktop icons, does this slow down a computer?
@mac325, you bring up a good point. Normally the number of pictures or videos on your drive would have no bearing on the speed - it's simply storage. But, if you are getting really low on disk that could be an issue.
I'll respond back later with some specific troubleshooting that we can do - unfortunately I have to address something that will have me away for a number of hours now. In the meantime, maybe some others will provide some steps to carry on at this time.

I do have quite a few pictures and videos on my pc, I also have a slideshow that runs continuously on my desktop. I am not sure how that would effect speed of pc

@mac325, I'm not certain why you are unable to send a private message to me, however, not to worry. We're not going to be asking for anything of a confidential nature here.
Let's start simple...
You noted that shortly after you open a picture folder and browse, your computer becomes slower. So, when you say that ypu are opening a picture folder, do you mean that you are opening it in File Explorer or are you opening it with something else?
If it is File Explorer, do you notice a green progress bar near the top of File Explorer? If you see that, that may indicate that your system is creating thumbnails for the pictures. It's possible that this may be having some effect on performace.
Next, if you close File Explorer, does the performance return to normal again?
Finally, you had provided a screenshot showing the CPU usage. I would just to confirm: Was that screenshot taken while the performance was poor?
Let's start with that. Once you let me know the answers to those questions we'll move on from there.

yes file explorer, when I open it all my photo files are in large format. didnt notice any green bar. when I took the screenshot for you I had just opened file explorer then 2 pics, then took screenshot
