Sfc /scannow Stuck at 15%

So my Sfc /scannow is stuck at 15% I've sawn I must reinstall windows to fix it, is there any other way?

Open administrative command prompt and type or copy and paste:
1) dism /online /cleanup-image /scanhealth
2) dism /online /cleanup-image /restorehealth
3) chkdsk /scan
4) sfc /scannow
5) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

If scannow displays integrity violations or inability to perform the operation then run this administrative command prompt command:
FINDSTR /c:"[SR]" %windir%\Logs\cbs\cbs.log >%userprofile%\desktop\sfcdetails.txt

A text file should appear on the desktop > post a share link into the thread

Often restorehealth can fix problems with scannow.
If if fails to fix the scannow problem you can perform an in place upgrade repair instead of clean install.
For an in place upgrade repair you will need to find a flash drive that you can format ( > or = 8 GB)
Instructions will be provided pending the results of the above commands.

To perform and in place upgrade repair:

1) Find a flash drive that you can format (> or = 8 GB)
2) Create a bootable Windows 10 iso:

Download Windows 10 ISO File | Tutorials
3) Power on the computer
4) Insert the bootable Windows 10 iso into any USB port
5) Open file explorer > Windows 10 iso within file explorer
6) Launch setup or setup.exe
7) Follow the text and images in this link:

The in place upgrade repair can also be performed without a bootable Windows 10 iso.
Having the iso may come in handy in case there are any future Windows problems.

If you prefer to perform the in place upgrade repair without the iso then download the iso to the desktop.
Open file explorer and identify the Windows 10 iso on the desktop.
Click on the iso within file explorer and launch setup or setup.exe

I've just reinstalled windows but I will like to went back to an older build so i had display settings back in control panel or there is any other way to make this? Thanks.

Which Windows version do you want to move to?
An older version of Windows 10 or Windows 7 or 8?

I wanted to go to build 1607 where display settings still where in control panel the thing I want them there is to change windows dpi below 100% is any way to to this? Thanks.
