Difficulty in getting 2 PCs to network...almost there, I think?

HP Windows 10 v. 2004 (19041.508), MS Surface6 W10 v. 10,0,18363 build 18363 Need some help before I down another bottle of Valium. The problem started out when Logitech Options wasn't allowing me to use its Flow function between my HP Envy and MS Surface 6...after it has been working for a year, or so. This led me to start looking at my networking between the desktop and the laptop. Going to File Explorer and clicking Network on the HP, both computers were there. However, on the laptop, there was no sign of the HP. Well, this led to a day of researching and trial and error. I got both the laptop and HP to have the same settings (in "Change sharing options for different network profiles") --private network, share files and printer, no password credentialing, and they are both on the same network. But, when 2x clicking on the HP icon within the Surface's Network, the folders that come up all need permissions -- I'd give them permission, but I don't know where to find the place to do it? One of the stupid things I did (following a net tutorial) was to monkey with the Services. However, I forgot which computer I did and which services I changed. Although, the only changes that I did make were from Manual to Auto and to make sure that those changes were running. So, after all this, where am I now?

Going to the HP's File Explorer and clicking Network, only the HP is there; whereas, I now have both computers on the laptop's Network. I think I must be close to getting the two computers to share files, I am now just plain to worn out to continue on my own and could use some help. Thanks.

Having an old version and new one wont be helping as lots of changes. Its not clear how you are doing this.
    have you setup shares
what permission have you set on the share and NTFS
Are you trying to map a drive or just connect to a share.
When you try connecting it asks for the username and password on the pc your connecting to not your details.
If you cant see a pc it should work if you use its IP address

Yes, I'm correctly set up to share

Have no idea how to set permissions on NTFS...not familiar with NTFS

Are you trying to map a drive or just connect to a share.
I want to get the desktop and laptop onto the same Private network so that I can share files/pictures/etc between them. Also, need them on same network in order to get Logitech's Options Flow to work again.

When you try connecting it asks for the username and password on the pc your connecting to not your details.
I have changed settings so that I won't have to give username/pw
If you cant see a pc it should work if you use its IP address
Two things here: 1) I can see the HP desktop on the Surface 6's File Explorer, but I don't see the Surface on the HP. 2) I believe that while setting up the network, there was a screen in which I checked for an automatic search for an IP, but I now have no idea where that screen was.
So as you can see, I'm trying. But as I rarely have to do this stuff, I never remember how to do it. Any further advice/guidance will be appreciated. BTW, is this tutorial worth following: How to Connect two or more Computers by Wireless Connection & Share Files between them - YouTube. Or, should I follow this one: Share Files and Folders Over a Network in Windows 10

On each of open a cmd prompt type
    Ipconfig /all

Make sure both have the same IP range is 192.168.1.5 then type
Ping 192.168.1.4 change the IP to the IP of the other of try on both PC's do you get a reply?
    Then use of name ie
    ping \\fredspc

    Do you get a reply

The last one by Brink is the tutorial you want.
