    From cmd prompt try

    net use s: \\Carol-Laptop\c$
    or
    net use s: \\10.0.0.131\c$

you can replace c$ with a share name is temp actually shared?

If its wireless by default a lot of routers have a setting under wireless security called user isolation or simliar this block wireless from seeing local network so if someone break in they can get internet but can hack anything on local pcs

this is handy try it on both pcs does it see the other ok and which is master browser https://www.nirsoft.net/utils/netbios_scanner.html

I have tried every suggestion and every tutorial. However, it still only works ONE way - Laptop 2 can see and access files and printers on all other computers on the network, but none of the other network computers can access files on Laptop 2.

I tried "net use s: \\Carol-Laptop\cTemp" (is this correct format?). It asked for username and password, but then it returned "System error 53 has occurred" and "The network path was not found".

Have you shared ctemp? The format is correct for the share ctemp if you are logged in with the same account name and password on the pc your connecting to it shouldn't ask for password or simply enter the admin username password on the pc your connecting to.

What did the scanner show who is master browser?

Laptop 2 is Carol-Laptop, Windows 10 1903 and all other network computers can access files on Carol-Laptop?

Can all other computers on the LAN access shares on each other?

Please list the OS for all network computers.

Hi JackHughs: Here's the scenario... I have a home network with three laptops, all connected via Wireless...

    Laptop 1 (Joseph-Laptop) Windows 10 Pro 1903
    Laptop 2 (Carol-Laptop) Windows 10 Pro 1903
    Laptop 3 (Joe-Laptop) Windows 7 Pro 7601

ALL three can access and share files with the others, EXCEPT for Laptop 2 which can only access others but cannot share (we always get either error 80070035 or error 35.) So, there is no problem with the wireless network. The exact same Shares and permissions are set up on ALL three computers. Plus, users accounts (with login and passwords) are set up on all laptops for each of the others. I've worked through every known tutorial and even made recommended changes to the Registries and Policy pages, to no avail.

So, the problem must lie somewhere within Laptop 2 prohibiting it from sharing (but, remember, it is set up exactly as the other two computers.) Any advice would be appreciated.

    Thanks, Joe

Well, "knock me over with a feather". After that long explanation above, Laptop 2 finally starting sharing on all computers. So, something we did finally worked. My appreciation to everyone who helped me research this.

    Thanks much, Joe

PS: I am retiring the old Windows 7 laptop and only keeping it alive until I get all my files and configurations transferred to the new Windows 10 laptop.

Sometimes it can take 30 minutes or more for Windows networking to sort itself out but you should always be able to reach another share with the full path //PC Name/share al long as everything is correctly set up. But sometimes after 2 of my PCs have been sharing I’ll reboot one and boom it can no longer see the other one, then in a few minutes it appears. That’s Windows networking, it’s funky. Don’t try to chase it down the rabbit hole, it works most of the time and occasionally needs a jump start like running the troubleshooter that appears after a sharing failure.

There is an interesting discussion here with a couple of suggestions e.g. from this post:
