Why can't I forward ports on Windows 10?

I had a problem that could not be solved: Why does my OS want to open all URL files with the same program? so I reinstalled my OS and that fixed the problem yet created another. Before the reinstall I had Win 10 Pro Build 1809 and all ports forwarded perfectly; now I have Win 10 Pro 1909 and I cannot get any ports to forward with the firewall disabled. The only thing that has change is my Windows build number and I assume a bit of stuff within the Windows architecture. My Linksys AC1900 Router still has the ports forwarded (26900-26905) so that's not the problem, the firewall is disabled, and I can't think of what else would be blocking communication. Maybe it has something to do with going from IPv4 to IPv6 and something getting lost in the translation... idk. Please help.

I think more information is needed. What services are you running that need to be accessed, for instance...

I am playing 7 Days to Die and the following ports must be open for a dedicated server to work: 26900-26905, 8080-8082, and 8090. I have Windows 7 installed with all the necessary up to date drivers, the game, the server manager, and Kaspersky Internet Security (which I have tried shut on/off).

So is it a Win7 or Win10 machine??? Also, make sure the Firewall in KIS is disabled, not only the AV portion of it.

To be clear you have forwarded ports on the router to the win10 pc which has a fixed IP not using DHCP and how are you testing for open ports as you can't test on the local network you must use a different internet IP

I reinstalled my os to fix a problem, that one is out the way... but it created a freaking MONSTER. So I've come upon some new details, I think it has to do with error 1231.

Ping uses ICMP "echo request" packets, and ICMP does not use port numbers so you cant ping a port
