My mistake in terminology. I am paying for 100Mbps to the modem. I do have the newest router (designated ac). I haven't yet installed my new network card in my PC (also designated ac). But, again, my two Apple tablets and two smartphones are also registering (this morning) about 10Mbps.

If by connection speed you mean 100Mbps, I have no way to measure it that I know of. But the COX technician measured it in front of me and it was a little over 100Mbps. I'm satisfied that his meter was correct. I will measure the actual speed of my two tablets and two smartphones and PC as you suggest. BTW, my slow actual speed is on both the 2.4GHz and 5.0GHz frequencies. Do you know of any electronic items that I could check my neighbors for that might interfere with either frequency band? Thank you......

Could it all be down to some configuration issue(s) with the BOX in particular the Wireless settings?
How about you post some screenshots of the relevant configuration settings in that box so that we get an idea.

OK, but I will have to do that later. By "BOX," you mean the router setttings?

Yes of course, I assume this is a cable modem (DOCSIS) and wireless router in one BOX.

What is the wireless type of other devices is b, g, n,AC most routers let you set the type to AC only or g and h which would slow it. You need to install the AC wireless and do a speed test on 2 & 5 g so we can see

I used to have one "BOX" but now I have a separate modem and router. What screenshots would help you?

The speed shown is one of the better speeds I've been experiencing. This 5.0GHz.

Preferably all configuration and status pages available in both modem and router.
Also can you repeat above said speed test with a ethernet wired connection to your router please.
