Anyone have any idea why I'm getting this error and if so how do I resolve it, just updated to Windows 10 1803 from 1709, no issues before the update...
That link should take you to Control Panel\Network and Internet\Network Connections - it does on both my 1803 Home and Pro systems (both upgraded from 1709).

C:\Windows\system32\control.exe is the Control Panel. Can you open the Control Panel any other way, or does that too report an error? Try opening it from the Start menu's All apps list. The Control panel is in Windows System.

Everything looks fine there, I've checked the permissions for Control.exe and they look fine, I have already re-installed the driver for the TP Link Archer T6E AC1300 Wireless adaptor, don't use Ethernet
I'm not having any issues with anything on the PC other than trying to select that option, it's not a major issue as I get gain access to the settings other ways just wondering what's causing it.

That's the strange thing I can access the Control Panel no problem from anywhere else even from Control.exe in the system32 folder

Then the problem is restricted to how Settings is using its particular link to open the Control Panel. Similar problems were reported elsewhere in Settings for the initial release build 17134.1, corrected later by a CU. What build do you have? the latest is 17134.112.

Then the usual advice to try sfc /scannow then dism's restorehealth would seem in order.

Just an update, logging off and back in again seems to have fixed it, who'd have thought
Thanks to all for the help and your time guys

A restart is a well known fix of long-standing, always worth trying first. Known since the early days of IBM PC-ATs as 'recycling the BRS' (the Big Red Switch).
