set metered connection is not activate

hi i am trying to active set metered connection in my setting , when i active it and leave setting and return it switched to OFF again

i tried this way " netsh wlan set profileparameter name=dlink_DWR-932_6789 cost=fixed " and it shows

" Profile "dlink_DWR-932_6789" on interface "Wi-Fi" updated successfully."

but i want to enable it on ethernet setting .


so i tried this way : https://www.windowscentral.com/how-s...-windows-10but in the step 11 ,On Permissions for DefaultMediaCost, select the Administrators group, and then make sure to check the allow Full Control box it shows me error :

in this steps

4. Change the owner of the DefaultMediaCost registry key in the left pane to be the Administrators group. (see screenshot below step 3)

5. Set permissions of the DefaultMediaCost registry key in the left pane to "Allow" the Administrators group "Full control". (see screenshot below step 3)

6. Change the owner of the DefaultMediaCost registry key in the left pane back to the default NT SERVICE\TrustedInstaller. (see screenshot below step 3)

According to @javadth1's specs the PC is running 1703, build 15063. If so, the option to set Ethernet as metered should be available in Settings, Option One in the tutorial.
