You might also consider studying how to use Word.
- Find out what your Word Help contains in that regard but you'll probably find that your Word help is geared up to provide specific information for specific topics rather than being useful for general training.

As you can see on the attached .gif, when I set the line spacing at the "First line" by 15 pt, it looks normal.
But why when I set the line spacing at the "NEXTNEWLINE", all of the lines including the "First line", "Second line", and the "Third line" drops too?
All I want is to make change on the "NEXTNEWLINE" only.

You should search online help just as the dialog says.

Make the NextNewLine a different 'Style' first.
Styles are explained in Word Help.
