What does Anyone mean to OneDrive ?

Can anyone see this without having to log into something. It says ANYONE with the link can edit it or access it. But I send this link to my phone and it will ask me to sign up.
Anyone know how to make one drive share files so anyone means anyone and everyone and not just anyone who has an account ?

So I found this out: Note: To track access and ensure security, you can only share with someone who is in your organization or has a Microsoft Account.
Anyone know of a way to share files without the person I am trying to share with having to join or sign up for anything ??

Change Permissions of OneDrive Shared Files and Folders

If you look carefully in one of the screenshots it refers to anyone being able to access the item linked.

By definition, you need a one drive account to access onedrive.
Obviously, you cannot give access to your account, so they have to have a onedrive account to get your files. I do not know without testing if other major cloud services have a similar restriction.

In the end, what os the big deal - anybody can set up an MS account - it does not have to be the same MS account a user logs in with.

It's usually possible to provide an unrestricted share link to an item in cloud storage.

From the tutorial it looks as if it is in Onedrive too- I've not tried myself as I don't have it installed.
