Unable to get Microsoft Office Outlook to "start" properly.

    Dear Friends,

I am running Microsoft Office 2016 on an OS of Windows 10 Version 1903 (OS build 18362.10024), my problem is as follows. I start Outlook and the program seems to load it's add-ons. All that happens is the frame around Outlook is displayed no ribbon except the boxes. The email headers are displayed, but can not be opened.
I have tried a System Restore - no difference, I have tried a reinstall of the Office 2016 - no difference. I would be most grateful if someone here could help me.

I have discovered that my PST file is not where it supposed to be. The files is located at C:\USERS\MAILB\ONEDRIVE\DOCUMENTS\OUTLOOK FILES\MAILBOX2@IPRIMUS.COM.AU.PST Could this be the problem and if so how can I get it back to the correct location?

Two seconds and the answer is... Outlook: Find PST File Location Just change the username to yours.

This solution did not seem to work! Is there anyway I can copy the screen and sent it as part of the thread?

Yeah, it would help to see an image - How to Upload and Post Screenshots and Files at Ten Forums

Anyway do you have any email accounts set there? If so what are they... IMAP, POP, MS Exchange?

Move it back from Onedrive to the C:// Drive User location that it belongs in. You basically remove “Onedrive” from the file location in the screenshot or just go into Mail in the Windows Control Panel to point the .pst location to the file location on your OneDrive in that file location that you posted.

Outlook 2016 by default creates .ost file which would not be located in my documents. I'm also lost as to what OneDrive has to do with the OP's mail data files?

    Hello All,

I apologise for taking so long to reply, but I have been in hospital. When I got home I turned on my computer and started Office Outlook 2016. Low and behold the program came up AOK. I have now got a fully functioning Outlook mail system. I would just like to thank everyone who responded to my plead for help.
