nothing were synced to the new OS install

I reinstalled Windows 10 to a new SSD but despite using Windows Back up and using sync nothing were synced to the new OS install on the new SSD like the theme and startmenu tiles positions and the like. Last time I did this a few years ago I never had this problem.

It seems the new OS Windows isntall won't recognize the backed up things from the old OS install. What's wrong?

What you mean by reinstalled Windows 10 to the new SSD? Was a Clean Install (you boot from a Win 10 USB installation drive) or a in place upgrade (repair install - You launch Setup of a Win 10 USB installation drive or a mounted Win 10 USB installation iso file under running Windows)?
When does Windows Backup comes in?

If you want to have same OS you have from the current Win 10 you must clone the drive to the new SSD resizing only the C: partition.

I don't see the point naming hardware specs in this case it isn't relevant. It was a m2 ssd that's all that's necessary to know. I reinstalled Windows 10 fresh on the new drive with a win 10 usb-stick and everything went smoothly and logged in with my account with sync enabled thinking it should bring everything that's synced from my old SSD m2 drive with it's older Win 10 installation, it syncs settings, personalisation and so on however that didn't work for some reason. I didn't have any problem with the installation otherwise. Why should I clone the drive? I wanted a fresh install.

You need the old drive to have sync turned on and also the new one both with same MS account it wont work with local account often the setup asks to restore setting and software

I don't use local accounts and both have sync on.
