Go here and scroll down a bit and download WhyNotWin11.exe and save it to your desktop.

    Releases . rcmaehl/WhyNotWin11 . GitHub

Then just double click that file to run the App.
If your computer will support Windows 11... you'll get all green boxes.

    Note:
Secure Boot and/or TPM 2.0 may be available to you, but may be disabled in the BIOS.
So if either of those come up RED... don't lose hope. You may just have to enable them.

You can get Win 11 on anything if you want to. If the device not MS compliant compatible, there are a multitude tips/tricks/hints across the internet on how to get Win 11 installed.

Otherwise, straightforward Rufus is your friend

Brink posts links to the offline installers for all the updates.
And although MS has threatened to stop updates for incompatible machines... I don't think they've done it yet.

That comp should be Win 11 compatible, but without running the Github Tooll or the Microsoft Tool... there's no way to know for sure.

It "looks" compatible... that CPU is on the compatible list.

Manufacturer's can do weird things in the BIOS. That's why we have those compatibility tools.

Here's some more generic compatibility info...

Personally, I wouldn't buy a used laptop, but that's just me.

All these laptops, come with Windows 11... you can do more filtering on the left side.
All I selected for was... gaming laptops, new, Windows 11

    NewEgg Windows 11 Laptops

And here's a list of new, Win 11, Gaming laptops, that I added a bunch of filters to, and then sorted by price... lowest to highest...

    Bob,

    That is incorrect.
A computer with Windows 11 that does not meet the Windows 11 system requirements gets all updates relevant to its Version [such as Version 22H2] automatically. That includes, but is not limited to, security updates.
A computer with Windows 11 that does not meet the Windows 11 system requirements does not automatically get the update to the next Version [such as to Version 23H2] and has to do that update manually. It's only once a year so it is not a great burden.
    - If there's an "Enablement package" for a particular Version update then the job can be done in seconds.
    - Otherwise the Version update can be done by running an In-place upgrade [the same procedure as a Repair install] using an ISO file of the new Version.

As for finding out in advance how well Windows 11 will run on it, I suggest you search the HP website and the HP user forum.

    All the best,
    Denis

Has it ever had a Windows that was activated with a digital licence?
If so then reinstalling Windows 10 will not entail buying another licence.
You might have to experiment to find the answer.
1 Install Windows 10/11 Home, go online, wait for a few moments or a few hours or a few days [it is impossible to say in advance but it's commonly just a few moments] then check its activation status in Settings, [Win11 System / Win10 Updates], Activation.
2 Install Windows 10/11 Pro, go online, wait for a few moments or a few hours or a few days [it is impossible to say in advance but it's commonly just a few moments] then check its activation status in Settings, [Win11 System / Win10 Updates], Activation.
Windows 10 shows the activation status in Settings, Updates, Activation.
Windows 11 shows the activation status in Settings, System, Activation.
