Thanks to you both for the replies. I appreciate the premise of focus re-direction between In Place Upgrade and Clean/Custom Install and I will hone in on that with more experiments. I guess I got confused with the facet that this (excellent tutorial) link below,

which said at it's beginning->'This tutorial will show how to do this, how to clean install . . without any external media.'
and then at the section->Part Three: Run Windows Setup from partition on same PC
3.2) I can now launch Windows Setup from the ISO_Files folder which in my case is located on drive D: with following command:
D:\ISO_Files\setup.exe

But when I ran the setup.exe (from root folder not \sources) I did not see any option to delete any partitions. In any case you guys have put me on track to grasping more facets of this more than before and I will install a SSD in my spare Laptop and experiment more.
* Edit Add later: To be clear the one area that I deviated from the Tutorial instructions was I merely ran the setup.exe from the Mounted ISO sitting on a spare (non-window) partition. I did not copy the ISO files to a spare folder as the Tutorial said. So in the future I will redo this with the files copied physically out of the ISO and experiment further.*

A clean install is normally started by booting your PC from a Win 10 install disk, as per the tutorial...
You boot from the installation media for a Clean install or a Custom install whereas you boot into Windows normally for a Repair install.
That Clean Install Windows 10 without DVD or USB Flash Drive also involves booting into the installation media, it's in Part 2 just above where your link goes to. It must be done before the part 3 your link goes to.
And note this as well since you keep referring to this topic - Custom Install - TenForumsTutorials
You still seem to me to be trying to consider too many things at once.

Thanks to your patient replies I now see my main issue was not running it from a boot.
I appreciate your help and patience, my eyes are a bit slower now days than they were in Vietnam back in 1970. This older guy is in your gratitude.
