Why is UUP Dump ISO not bootable

I am trying to generate a Windows 10 bootable ISO for copying to a USB-drive.

I followed all the instructions on the UUP Dump website, and it successfully creates an ISO file. When I try to copy it to a thumb drive, Balena Etcher informs me that:
“Missing partition table—It looks like this is not a bootable image. The image does not appear to contain a partition table, and might not be recognized or bootable by your device.”

Am I missing a step in preparing the ISO file before copying it to the USB-drive?

Yes. You have to make the USB bootable yourself.
RUFUS can do that for you...
