    This bios is to old for csm etc.
    Well, I think the issue is in your OP you stated "the laptop has a bad UEFI" which was very confusing. It sounds like there is nothing wrong with the laptop BIOS, it is just too old to have any UEFI support.

    Well it trys to implement UEFI, just for some reason, the labtop will not get the off command or restart, yet all else works fine. After alot of reading and a more searching online, people have said MBR, and for what ever reason it now switches off and restarts correctly. Before on shutdown, windows would exit, then it would go to a black screen, like it was about to power off but it did not. So it's something to do with the bootloader and the system old bios guess its more EFI than UEFI.
