I actually had quite the problem, but all resolved in another thread.
Yes. Windows 10 and 11 use the same product keys and digital licenses. They are interchangeable.

I wonder if you can activate Windows 10 with a Windows 11 key - I do not have a spare W11 key to try it though. On all previous versions of Windows, you could not downgrade (unless you had downgrade rights) i.e. a W8 key would not activate W7 etc.
I guess in worst case you would install W11, then install W10 as the digital licences seem to be totally interchangeable.
You are making an assumption that a Windows 11 device is fully compatible with Windows 10. At the moment, that is 99.9% certain, but eventually new devices will come out that do not have W10 drivers (in same way many W10 pcs do not have W7 or W8 drivers). However, I think that is still several years away.
