You should move your cursor down to Boot Option #7, then I believe it is the plus and minus keys (+/-) to move that option up or down.
Note too that your BIOS likely also has a hotkey that you can press before Windows begins to load that will allow you to override the setting in your BIOS and select a one-time device to boot from.
If you post the make and model of your system I may be able to give you something more specific.
Hello @jason2004,
System Specifications

To make this process easier for you, there is an automated method that you can use by clicking the Download button at the top of the Tutorial. It contains a standalone .exe file delivered in a .zip file. You just need to Unzip the file and Run SystemInfo.exe. Please note that this file does NOT save ANYTHING to your computer.
Thanks.

Thank you for taking your time to try to help.
I was able to change boot order following your advice.
Previously I was using USB Hard Drive option that didn’t work, instead of USB Key. That got me confused.
BTW, I don’t see any option for hotkey configuration.
@Paul Black
Thank you for reminder. System specifications are updated.
I'm having a hard time finding anything on Hometech, but you might want to try experimenting. Typical hot keys are ESC, F9, F10, F11, DEL.
As an example, my HP responds to all these hotkeys during boot:
ESC: Startup Menu
F1: System Information
F2: System Diagnostics
F7: HP Sparekey
F9: Boot Device Options <--- This is what we were discussing. This allows me to select a device to boot from one time.
F10: BIOS Setup
F11: System Recovery
