Upgrade to 18363.815 on HP af156sa causing system freeze every 2 secs

I now realise that the whole laptop freezes every 2 secs
I can't see anything significant in task manager in that the cpu & mem appear normal
However, when I look at the performance I can see a regular cpu spike where it goes from 2% to 20% repeatedly (looks like a row of saw teeth!)
The issue is not present in safe mode
Any idea how I can zero on what process, driver etc. is causing this?
    How might I troubleshoot it?

Hi, from which build number did you upgrade? Upgrade tends to suggest a feature upgrade e.g. from build 1809 or 1903.
A feature upgrade has quite different potential significance in terms of the drivers that may be in use.

Please confirm that from when you did not experience this problem until now you have neither installed nor uninstalled any programs.

As you don't see this problem occuring in Safe Mode, when different and fewer drivers and services are in use, please perform a clean boot (Google or see tutorial if unsure how) and report whether you see the same problem.

When you do see this, view the Details tab in the task manager, click the CPU header to organise the column high to low and try to capture a screenshot or at least note what is using CPU time.

The Resource Monitor thus may be a better way to capture the problem:

    Thank you dalchina
It looks like a process called system, properties/general tab shows 'ntoskml' (NT Kernel & System)
What is this and why is it errant?
I upgraded from 1607 14393.2214 via a clean install as WU wouldn't go beyond this as any UG kept failing (even via uupdump)
I recall I may have tried a clean boot (disabled startup objects and disabled all non-windows processes) but I'll try it again
Currently no other software has been installed, not even office

Thanks. As asked before, confirm you did not have this problem with build 1607.

Also again, try a clean boot.

Have you installed many programs after the clean install? Did you notice this immediately after completing the installation?

Your PC does not appear to be on the HP approved/tested list for build 1909.

Were you offered a feature update by Windows Update when it was failing? That should have been over a long period as 1607 is an old build.

Your problem could well be driver-related- possibly an incompatibility introduced by upgrading as you will have received a new set of drivers,

To try to identify this see:
windows - Troubleshoot High CPU usage by the "System" process - Super User

which gives quite a detailed method- perhaps more technical than you're used to.

Identifying the driver is one thing; depending on which one it is, the solution may be easy or difficult.

I did not have this issue with 1607
I will repeat the clean boot, will be tomorrow now
Currently no other software has been installed, not even office
You may have hit the nail on the head regarding compatibility, the list is helpful
I was repeatedly offered a feature update by WU which kept failing with no error codes, hence the clean install
I'll follow up on your last two suggestions tomorrow
Last resort will be to roll back to 1607 and turn off updates in gp, not ideal

That you were offered a feature update is a good sign- the only question being with what build is your PC directly compatible. But I don't think your PC is so old, so perhaps wouldn't expect too much of an issue.

You could also check your BIOS is fully up to date for completeness - a standard recommendation where feature updates fail.

Last resort will be to roll back to 1607
    - you can't roll back as you did a clean install...

You could of course try a later build e.g. 1903...

Remove the update, you don`t need it.

He can't remove it, he did a clean install.
@robgr, since you don't have the problem in Safe Mode, it's almost certainly a driver problem.
Look at Device Manager and see if there are any devices with yellow or red marks. If there are, work on getting drivers for them.

What is the make and full model number of your PC? If it's a self-built, what is the make and full model number of the mother board?

Check that this in Radeon settings is not enabled (Learn More means disabled).
