    Rufus

I want to dual boot with Linux and Windows 10, but Unetbootin won't make a bootable usb and Rufus is grayed out so I can't use that either. Not sure what to do.

Dual boot Windows with Linux - old but good. Also has additional links inside it.

Says the main thing is to install Windows first.

exactly. Whatever you install last, its boot loader takes precedence. Linux's boot loader can handle Windows better than the other way around.

Have you considered using VirtualBox for Linux?

I used Rufus to successfully create a bootable Linux SD card. What is your problem with Rufus?
