Win7 Pro - Persistent "0x8007042B - 0x2000D Win 10 Update Error

I'm not sure what's next.
I've uninstalled all the software I am comfortable about.
I've uninstalled all the HP Printers and associated software.
I'm not sure how to run the next attempt at an update - "Normal startup", "Diagnostic Startup" or "Selective Startup".
I feel that I'm starting to get close to simply installing Win 10 over the C: partition and then trying to re-install all the applications that I need, and that really worries me.
