trying for 2 weeks to upgrade to Windows 10 1903

I am running Windows 10 Home Version 1803 (OS Build 17134.1099) on an HP laptop (Not sure of the model but around 2 years old). I have uninstalled my third party antivirus software Sophos.
As I said in the title I have been trying to upgrade my Laptop for 2 weeks to 1903.
I have tried the Update Assistant and the Media Creation Tool.
I have created an ISO on my local disk and run the setup.exe from there and also put the ISO on a USB stick and even tried burning it to a DVD.
They all fail after going to the blue screen at or around the 78% complete mark.
This is the screen shot of the message I get:
trying for 2 weeks to upgrade to Windows 10 1903-windows-install-failed.png
After I click on the OK button depending were I was running the update from I get the following screen:
trying for 2 weeks to upgrade to Windows 10 1903-something-went-wrong.png
Here the only choices are "Try Again" and "Cancel Update"
It does say to contact Microsoft support with the error code 0x8007003 I have tried it all.

I have been going around in circles and jumping through hoops for 2 weeks trying to get this done. I really do not like to be so far behind in updates.

I am hoping I can get to someone that is willing to help me and lead me to the promised land of 1903.

One more thing I worked as a system admin on HP-UNIX before I retired about 10 years ago but I am not all that familiar with all the MS acronyms so please be patient with me.

Thank you in advance for all and any help.

How did you make the USB try downloading media creation tool and at the end ms gives an option for it to create USB try that way. Make sure you have done all updates first as they updated the update and ensure you have plenty of disk space ideally 32gig+

A lot of systems may not see 1903 and will get 1909 instead. Some will not get any updates after 1803 because of hardware not compatible with the changes to 1809 onwards.

Windows evolved from CP/M, which was modeled after Unix.

Well I had the same problem for about a week before much delving on the internet led me to a page that had the same problem only it was for an earlier copy of windows , and having tried some 8 or 9 times doing all the so called fixes I went for this, reset your windows 10 to just keep your data but you will have to lose your installed programs which can be reinstalled later, after you then check for updates that will then offer you 903 which now lets903 install and boot, I used this as a last ditch attempt before doing a clean install of windows which I believe failed on one of the feeds I read hope it works for you but for me it was a long wait for windows to install different files to update.

If you created a USB with MCT, when you started the subsequent installation did you use Windows Explorer to display the relevant files on that USB drive and right-click the "setup.exe" file, then select "Run as Administrator" to continue? If not, that would be worthwhile to attempt, as it might enable all of the relevant permissions in the process to go forward without being blocked.

For failure to upgrade these are some options:

    a) perform a reset save files or reset save files equivalent (reinstall drivers and applications)
    b) clean install
    c) troubleshoot

There were two different error codes in the opening post.
The best error code may be able to lead to optimal troubleshooting steps.

The error code in the image was 0x80070003
The typed error code was missing a zero: 0x8007003

For the error code in the image routine and then specific steps may be able to be performed.

For troubleshooting run through these general steps:

    1) There are log collectors used in another forum room.
Run V2 and DM log collectors and upload results into this thread:
    https://www.tenforums.com/bsod-crashes-debugging/

    2) Open disk management > by default some columns are compressed > widen each Status and Volume > make sure the contents within the parenthesis are in full view and that none of the characters are cutoff > view disk 0 > widen this row as needed so that all of the characters are in full view > post an image into the thread
Disk Management - How to Post a Screenshot of

    3) Download and install Minitool Partition Wizard > launch > post images into the thread
MiniTool Partition Wizard Free Edition - Free download and software reviews - CNET Download.com

    4) List and uninstall all non-Microsoft antivirus software
(This includes always on and manual software.)
(This includes running the applicable antivirus uninstall tools for any AV that could have been incompletely uninstalled)
How to uninstall different Sophos products - Sophos Community

    5) List and uninstall all non-Microsoft firewall software

    6) List all Microsoft and non-Microsoft drive encryption software.
Uninstall all non-Microsoft disk encryption software

    7) Open administrative command prompt and type or copy and paste:
    8) sfc /scannow
    9) dism /online /cleanup-image /scanhealth
    10) dism /online /cleanup-image /restorehealth
    11) sfc /scannow
    12) chkdsk /scan
    13) wmic recoveros set autoreboot = false
    14) wmic recoveros set DebugInfoType = 7
    15) bcdedit /enum {badmemory}

    16) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    17) Make sure that there is no over clocking while troubleshooting.

    18) In the left lower corner search type: system or system control > open system control panel > on the left pane click advanced system settings

    a) > on the advanced tab under startup and recovery > click settings > post an image of the startup and recovery window into the thread

    b) > on the advanced tab under performance > click on settings > on the performance options window > click on the advanced tab > under virtual memory > click on change > post an image of the virtual memory window into the thread

    19) If the computer has Ccleaner (do not install the software if it is not already installed) > click windows tab > scroll down to system and advanced > post an image into the thread

    20) Run HD Tune (free version) (all drives)
    HD Tune website
Post images into the thread for results on these tabs:
    a) Health
    b) Benchmark
    c) Full error scan

    21) Make a new restore point:

    22) Read this link on Windows driver verifier: (do not use the tool until it is communicated in the thread)

I do not think I ran it as administrator, I will try that.

This machine is less than 2 years old and came with Windows 10 Home so I do not think this is an issue.

This time I made sure I ran the setup using "Run as administrator", same results. Thanks for the suggestion.

still think it will come to reset

as I said I tried all this before on my 16 month old hp 15 then I went for the reset, my system was corrupted with no way of clearing the way to install 903, and what I did restored the system to be able to run 903. on the reset you get a list of all programs removed some with a link to reinstall. being a silver surfer I get the delve in to sort it, but sometimes the easy way just works letting the laptop fix itself really.

I had the same problem. Eventually I discovered that the Recovery Partion on my drive was not big enough. When I increases the size ( I think it was about 450Mbytes) to over 700Mbytes the update sailed through without any problems
