Use this tool to download the 1809 ISO file. You want Windows 10 October 2018 update v2 - March 2019. Create an installation USB from the ISO file and clean install 1809. Since you did a clean install of 1903, that's the only way you are going to get 1809.

    Here's the tool:

You can't boot from a USB drive that has the ISO file just saved to it. You have to actually create a bootable USB flash drive from the iso file:
Create Bootable USB Flash Drive to Install Windows 10 Installation & Upgrade

    I highly recommend option 4.

If you are following the instructions for Option 4, what step are you on that you are having a problem with.
You can record what you are doing in the Command Prompt and paste it here so we can see it.

    Open the command prompt.
Follow the direction for Option 4.
When you get the error, right click on the Command Prompt title bar, then click on Edit then Select All.
Next do the right click again only thins time click on Edit then Copy.
Now paste what you copied into a reply here.

That way we can see exactly what you are doing.

I did it but when it was downloading its exact words were
Windows Cannot install required files. The file may be corrupt or missing. Make sure that all files required for installation are available and restart the installation.
    Error Code: 0x80070570 @NMI @NavyLCDR @AddRam @ztrucker
I just don't know what to do so im going to download the iso one more time and if it gives me that error im just going to retry the installation with the same exact iso basically just restarting will come back and tell results

What are you doing when you download the ISO? Are you letting the MCT create a flash drive for you?

Please, please tell use exactly what you are doing.

What part of the install process are you in when you get Windows Cannot install required files.

Use your phone a take pictures if you have to then upload them here so we can see what's happening.
