Microsoft has been making lots of changes in Windows, so motherboard manufacturers have been updating BIOSes to keep up. As far as I can tell you have your settings in the BIOS correct. If it was me I'd flash (update) the BIOS.
BIOS version 2808 is over a year old.
They have 3006 for your motherboard...
PRIME Z390-P|Motherboards|ASUS USA
After you download the BIOS file, extract it to a new folder.
Run the BIOSRenamer.exe file to rename your BIOS file.
Then format a USB stick as Fat32 and copy the BIOS file to that USB stick.
Use a motherboard USB port, not a case one.
Then reboot the computer and hit the DEL key to Enter the BIOS.
When in the BIOS press the F7 key to choose the Advanced mode.
Go to the Tools tab and choose: ASUS EZ Flash 3 Utility
Then navigate to your USB stick and the BIOS file on the stick... then tell it to Flash (update) the BIOS.
WARNING: While it's updating don't do anything... wait till it's finished.
Then hit the F10 key to save and exit the BIOS.
