Find My Device isn't Working

Everything is set up correctly: find my device is on, location services and location is on, Maps apps can find my location as well as google chrome. However, account.microsoft.com/devices shows an error "We can't find your device" and tells me that last location was from 5/13/17 (3 months ago)
I did not play with any options that'd disable this setting, so I don't know why it can't find me. I tried:
updating windows (currently up-to-date)
restarting
shutting down-turning on
turning off each setting and turning on again

Nothing worked so far.

I have the same experience with "Find my device" it is obviously badly implemented. When I go to account.microsoft.com/devices it says I should update to the latest version of Windows 10, which I have. Go figure...
