Unable to recover a windows installation

I have a hp 15-g093sa laptop and it has been dropped from armchair height. When trying to boot up I got various messages saying that there was a problem. I went to the system diagnosis and found that the hard drive had been damaged. I bought a new hard drive and tried to install it as a replacement for the damaged one. Naturally there was no operating system on it and I tried to correct this using a recovery USB. I changed the boot options to boot from USB and now all I get is a white screen from Tabernus giving a report. This means nothing to me and I cannot get past it. BTY. although I had upgraded to Windows 10 from Windows 8.1 I am using the 8.1 recovery USB as I want to return to using 8.1.
I am retired, but I have a background which included building PC's from scratch and installing operating systems but this experience was with desktop computers and IDE drives so I have lagged a little since then.
I hope I have given enough information. Any advice would be welcomed.

Looking at 'Tabernus' online , it appears to be a secure data erasure system , I'm not 100% sure why it's running when you boot from the USB thumb drive.

Have you tried making a boot recovery USB for windows 10?, I know you don't want to go back to windows 10 , but it would help eliminate the 8.1 boot device as the issue if that gave the same problem, if the Win 10 USB worked fine then we'd know what the issue was.
