The icons are still all gone, and I cannot access any of the app properties.

Most probably your computer has a Trojan. You may find which Trojan from the Windows Defender program. However removal of this is complicated.

My best suggestion is to you is to back up your data to cloud and ask Microsoft store nearby to clean up your computer.
I already scanned my computer with multiple antivirus programs, they all came up saying my PC is fine.

I am going to speculate that your user account is corrupted.
To prove or disprove my speculation, please create another user account, presumably an admin account > logon to it and see if your issue persists.
If not, use that new account for a few days to make sure. If all goes well, logon back on to the corrupted account, backup whatever you want to keep and then delete the account.
The new account I made also has the same issue.
Windows defender says everything is up to date, real time protection is on, and when I scanned it showed no issues.
