My desktop shortcut arrows change shape without my input. ??

The middle one will be something like Onedrive, sync status.
These are 'icon overlays' - often asked about.

Many people choose to uninstall Onedrive- others find it useful. There are numerous sources of icon overlays.
The icon overlays in that last screen shot appear to be some kind of 'File Sharing' icon:

Apparently after many differing attempts, an 'In-place Upgrade' as a fix was somewhat successful.

Although this 'File Sharing' icon is sadly absent.
If it would have said that it could not repair these files, then from a Command Prompt run as Admin and Copy and Paste or type
DISM /Online /CLEANUP-IMAGE /RestoreHealth pressing Enter
When that completes,. type again
SFC /scannow pressing Enter
It now should say There are no Integrity Violation meaning, all files are now repaired.
