A puzzling problem: some hyperlinks don't work in Control Panel
A puzzling problem: some hyperlinks don't work in Control Panel applets
For example:
I opened control panel.
click on e.g. "power options".
no reaction.
Click on "programs and features" no reaction.
If I click on e.g. " mouse" the mouse properties window however opens.
If I right-click on "power options" or "programs and features" I get the context menu and click on "open" and the respective window opens.
But...
For example within the program window on the left side the links "Control Panel home" and "turn Windows features on or off" work but "view installed updates" does not work. can't do anything because there's no right click option.
Another example "power options", if I right-click I get a context menu and I can open it.
in the left-hand options "Control Panel home" works but the rest:
"Choose what the power buttons do"
"Create a power plan" of it not"
"Choose when to turn off the display"
"Change when the computer sleeps"
...show no response.
right-click doesn't work because there is no context menu.
There are various order and even other Control Panel applets that behave like that.
The system otherwise works fine, DISM and SFC revealed no issues.
Search in the Internet so far yielded no qualified answer only other irrelevant nonsense.

Okay I looked around the internet, just for you.
1) Try this out real quick for me:
Go to your Desktop -> Right-Click -> Personalize
Does it
a) open a window, or
b) does an error message saying: "No such interface supported" with the title "explorer.exe" show up?
2) You can try this method. It's possible that it could fix things. May take time though.
Go here:

Scroll down to the "Re-register All DLL Files on Your System" section, and follow those steps.
In a technical understanding, it should fix all the DLL files, which Control Panel should have something to do with.

A: did that. rattled through all the DLLs had a couple of numerical referenced error messages. Still same problem.

(I started to stay away looking for answers in any forum that has a main domain starting with an M.... As the mindless blah blah and suggestions there make me crawl up the wall!)

When I smell a rat I smell a rat.
I found it where the "dog lies buried" I was able to solve it and all the links work again" kind of easy.
Eureka! PROBLEM GONE!
I also noticed that the aforementioned problem i.e. with file Explorer window are also gone and the system is again fast and responsive like before.
Thank you again for your suggestions and help as it inspired me to go and do some other digging and fact-finding actions!

It didn't work in safe mode but it worked either way logging in with other user accounts.
Neither is it the display driver, or do SFC, CHKDSK clean boot, repair install etc. and whatever else is out there.
From another unrelated issue two years ago with Dragon Nuance ( you can read about it in my other reply here) where it suddenly one day wouldn't start and produced an error, I found the same simple solution corrects the problem with the links in Control Panel.
