This problem has nothing to do with KB5034441 or the Recovery partition.
I agree with dalchina that trying to restore tasks manually is going to cause problems. I would never even try it.
Once armed with a list of the missing ones, I would unhappily export them from one computer and import them into another.
If a Repair install does not fix your problems then I can guide you through making the list and doing the transfers.
But the procedure will be long & boring and might cause a couple of errors that then need to be checked.
Overall, a nightmare.

If there's an event id characteristic of one of the missing scheduled tasks, then the event log would tell you when that task last ran.. so you would know when the tasks were last present.
I wasn't referring to that- but to events generated in the normal course of use of the O/S.
For example, if an event was generated when a Windows Update scan ran- that's one of the missing tasks. I just can't readily think of an appropriate one.
I tried to do a Repair Install and no joy. It didn't change a thing in task scheduler. So I'm thinking I might just as well do a full install of W10 and just get it over with. I tried to create a Microsoft folder in task scheduler but It said there is already a folder by that name. It doesn't show in task scheduler.
Probably the best idea. After all, you don't know what other damage exists.
Before you do, check your entire physical disk using e.g. Crystal Diskinfo (free). (That's quite different from chkdsk).
Of course, make sure you have a full backup of all browser-related and email client-related data, + program licenses, passwords etc etc as appropriate.
When you do clean install, start using 3rd party disk imaging to external storage as early as you can in the process and at intervals as you configure things so that should something go wrong you don't lose much.

Perhaps it's your disk.
Perhaps TS is behaving properly but the disk is not being read correctly.
