    0. I highly suggest installing Nexus Winstep free. Set it to load automatically when your start your windows. Nexus gives you the Mac tool bar which you can optimize.

    A. Make sure you have "See all file types and endings" in the file management, so you can see the files .name. Make sure you can see all systems folders also selected.

Somewhere on your machine make a new .txt file and write the following in the .txt file

    C:\Windows\system32\rundll32.exe shell32.dll,#61

Save the txt file and rename it .bat

Click on the .bat, this will start up the Run function ( without using explorer by any means at all ).

Somehow ( I forget but there are converters ) make that .bat into a .exe so you can add it to the Nexus tool-bar. You could try to add the .bat but I don't know if it will work. Give it a cute icon that your mind could associate with Run-command.

This way if your explorer stops functioning you will have Nexus ( which you could hide ) and load without the explorer at all.
Nexus ribbon/bar you will be able to start up any program or instance, or open any windows via the run command.

    B. Go find a copy of Windows XP and search for the taskmgr.exe ( windows XP taskmgr ) and put it somewhere ( like in a folder on the C:\ with a nickname ) and make add this to the Nexus ribbon/bar. This way you will have the option of running something from XP taskmgr which will open a windows that has little or nothing to do with Windows 10.

    C. Alternatively you can have Process Hacker 2 ( or system internals as you already have ) on the bar.

NOTE!!!! what is special about Winstep Nexus is what they created essentially is an explorer replacement. However when you add folders, programs, or anything to it, "IT DOES NOT" use the Windows 10 explorer, but alternative explorer ( most like legacy which I am calling ).

However certain programs, features, applications, etc that requires Windows 10 explorer might force start to the explorer, but this is a rare instance. This is why when you turn off explorer you are unable to do a Windows + R-key = Run command windows.
So to bypass this we have.

    A. Our own call to essentially is Run
    B. Windows XP taskmgr which features run and can open a windows within the non Windows 10 explorer.
    C. Nexus which opens folders in non Windows 10 explorer.
    D. I am not too sure about Process Hacker 2 and Systems internal but you could keep them on the ribbon/bar.

Point being if you set Winstep to start up every-time, you will can keep the explorer off 24/7hrs a days and save some resources.
However it will come back on if triggered.

    1. Because you can login into your account, you should have access to your Command line ( CMD.exe or Powershell.exe )
windows button + R ( which opens the run box as long as Windows 10 explorer is running ). You also might need administrative privileges ( AKA be a Sudo user ).

    A. This means you could use the Net User command and gain access to your True Administrators account. ( the computers true account that has dominance over all accounts ). You should set a password that is simple to remember for that account. Log into that account and make changes from there. It is advisable to disable the account afterwards, as anybody with your password for that account can gain access.

    B. Again in command-line/Terminal ( the true face of all operating systems ) you can change your password, login requirements,
and anything else. NOTE: This has changed over time and the methods and access can vary.

This means you could setup windows to use a password or use your Microsoft login.

1A. If you can not access the command-line for some reason you could try a reset by holding down the shift button and upon restart you will be in the repair console. In the past when you start up the machine you could hold down and press F8. Nowadays
you have to do all sorts of loopy stuff to get to this window. From here you could repair your machine and go to the command-line and proceed.

1B. If you can not access the command-line for some reason then you need to get a copy of the Windows ISO ( at least
Windows 7 ) and literally go into the setup, and repair computer and access your machine command-line. This can be tricky because most of the time Windows setup will often see itself and not the operating system you are working on. You will have to designated it so in order to make the repairs within command-line. Same with Regiedt. You could use USB or Disc. People will often point to the media-creation-tool for this method ( IDK why ) but anyhows. You could also load into Windows PE and attempt to make whatever repairs.

    .................................................................................................... ............

Outside of Windows Home/Pro/Enterprise editions you have something called "Windows Ameliorated", which is bare bones windows, but in order to use this you must understand the following.

    A. You need to setup the passwords via command-line.
    B. You need to setup administrative privileges via command-line

Some releases of these do come with Open-Shell installed, Scoop, and Terminal. Allowing you for all basic usage of Windows 10,
however updating ( the version number ) can be annoying. I have not tried it myself. Using Apps ( Microsoft Store ) is not there and you will have to find other means of installing applications.

However you get a fully usable Windows you could tailor to your needs, while limited to "Thinking $#@$$#@ the box" kind of mind-set.

    ...................

Microsoft wants to be "hip", "in", "coot", "Radical", "popping" like Apple OS series, and it has been that way since Windows 7.

The truth is that your Windows 7-11 setup literally could replace your phone OS, if the device had a SIM card reader with correct driver installed. That is where we are at right now with Windows.

Then some non-Windows program is causing the problem.

    I think we understand that.

The question is... does the problem remain after a clean boot, that being the next step.

If you're not sure what a clean boot is, then please use e.g. Google or see the relevant tutorial in the searchable Tutorials section - and as posted by Try3 above.

I'm sorry, you need to do the work to identify by elimination.

If after a clean boot (which does not only relate to services) you DON'T see the issue, then enable items, starting with the least common, until you DO.

If after a clean boot (which does not only relate to services) you DO see the issue, then disable more items using Autoruns until you DON'T see it.

You can enable/disable several at a time, but keep a simple record.

anyway i will make my best efforts...

When I have to do things like that I take screenshots / photos and move them into separate folders like
booting with half the entries set
booting with a quarter of the entries set
    ...
