    What edition, version and build of Windows 10 are you using?

    Microsoft have changed the location of the registry key/value a couple of times so knowing the build is important.

    22H2 (OS Build 19045. 4046)

    Also as an update. How it happens is it lets me log in with my pin, then it boots me to the desktop with my desktop icons visible, THEN the screen goes black for a moment and the blue box pops up saying 'just a moment', like this.     Then it goes back to the desktop again and loads the usual programs I have on start-up.

    Possibly a damaged profile? Try creating a new account and log in with it to see if the delay is specific to your older account.
