    Privacy Settings won't open

I'm on Windows 10 Pro, version 10.0 Build 19045.3930, and when I try to open Privacy Settings, the window just pops up and then closes immediately before it even gets past the solid blue (with a gear icon in the middle), so I cannot access it. It used to work fine, but I haven't needed to access it in many months. All the other Settings open and work as they should. Does anyone have any suggestions about how to fix this? Thank you!

Open a Command Prompt as Admin and type the following Bold command and press Enter
    SFC /scannow
This will replace any missing system files

That PowerShell command may fix the problem.

Thank you, spunk, that did find corrupted files and replaced them, and then I shut down and started the computer again. It's still the same, but I found more specifically that it's the General tab of the Privacy Settings that won't open. I found that out because if I click the Start corner and type "Privacy", and can select for example "Microphone privacy settings" and see that part, and then select the items in the left column, such as Speech, Inking & typing personalization, etc. and they will work normally. However, if I select "General", the window closes. So that's the page I can't access. Do you have any other suggestions?

Thank you, pepanee. I entered the PowerShell command and it's asking for "Path":

cmdlet Add-AppxPackage at command pipeline position 1
Supply values for the following parameters:
    Path:

Do you know what it needs? Maybe there's something I'm supposed to have that's missing, or that I don't know the location of.
    Thanks!

I'm thinking I should try reinstalling windows, but can I have it leave everything alone except system files? In other words, not change any of my other data, but just fix everything? Or would I get a better result by reinstalling windows from scratch?
Another thought, since the General tab only has 4 options about advertising and tracking, do I really need it? I can access the other Privacy tabs though the Start menu, so I'm wondering if it's worth all the bother to repair it or if I should just live with it.

Open a Command Prompt as Admin and copy and paste or type the following Bold command and press Enter.
    DISM /Online /CLEANUP-IMAGE /RestoreHealth

    When that completes, then type
SFC /scannow and Press Enter again.

If all still fails, you can do a Windows Repair Install, keeping files.

Thank you, spunk and pepanee, I tried everything you both suggested, short of reinstalling, and it's still the same. I guess a repair install is all I can do.

Before you do that, did you try creating a new user for test purposes? That was mentioned in the last article, but not for the purpose I'm going to suggest. The article described moving everything to a new account- don't- just create the account.

This is a standard diagnostic test.

Log in to the new user account.
See if you have the same problem.

If you do, an in-place upgrade repair install might help.

If you don't then an in-place upgrade repair install will not help, as the problem is with your original user profile only.

Also check in Safe Mode, using the original account and report results.

    ================
Please confirm you tried re-registering Settings as described in the above.

    Your build number is not
    version 10.0.19045 Build 19045

    but e.g. 19045.3930

The numbers after the . change with updates- hence winver or Settings, About to get that.

Hi dalchina, Thank you for your post.
Yes, I did try testing with a new Administrator account and I had the same problem.
I did not try in Safe Mode.
I did try using App Settings > Reset. Is that what you mean?
Yes, the build is what you said, 19045.3930.

Thanks.. please boot to Safe Mode and retry (to try to eliminate 3rd party program effects etc)

You may as well also try
Run Windows Store Apps Troubleshooter in Windows 10

    No, re-registering
Reinstall and Re-register Apps in Windows 10

I note above you didn't succeed in running this.

As you have this problem with any account, you'd need to re-register all, I think.

If no success, try an in-place upgrade repair install as mentioned above as the problem is common to a new account.
