PC not shutting down after "shutting down," and fans are running loud

Hello, I just noticed this problem over the past week or so. I'd shut down my computer and the hard drive/fans/etc won't power down. In addition my fans sound like they're operating at full blast (could it be my graphics card fan too?) In any event, I noticed the issue when I installed a Windows update this week. In addition, last month I ran into an issue where the computer went through a loop upon startup (I ended up getting into Safe Mode and doing a system restore, which seemed to fix things).

Anyway, is there any other information/data dumps I can do to see if you guys can help diagnose what's going on? (I can't remember if there is some tool on this website to help me do so) I've had this computer for about 6 years and it hasn't given me trouble like this. My windows version is 22H2 OS build 19045 3803.

My suggestion would be to uninstall this past week's update since it maybe corrupted. If you have a very recent system restore point before you got this latest update that would be another option. Either way it won't hurt since it would appear to be the cause of your problem. Good luck and keep us posted on your results too which way you want to work with.

Please be aware that all data subsequent to using System Restore has been wiped.
See if Reliability History has any red flags and reports which may help detrmine problems existing prior to the use of System Restore, specfically the ---loop upon startup ---.
Also check Task Manager > startup and disable third party programmes from auto-starting and see if that helps.
The fewer auto-starts is a more stable system.

I've always been a great fan of having Verbose Logging enabled in Windows - see Brink's Tutorial - Enable Detailed Status Messages at Shut down, Sign out, and Sign in

It can be a very helpful problem solving tool, especially with shutdown difficulties.
