Regarding the USB/Windows To Go message, please see the comments following this tutorial (disregard the tutorial itself).
Change Windows To Go Startup Options in Windows 10

See posts #1, #3, #10 - in #10 the poster finds a solution that works in his case.

This might trigger some thought... i.e. the cause may not be obvious.

Here annoyingly it's not clear whether the poster has any USB devices connected, but again somehow finds a resolution:

Clearly the message/scenario is not unknown...

Well it happened again yesterday, 2 times.

First time it was just sitting on the table, plugged into power. Only USB plugged in is the mouse bluetooth device. Nothing else.
I never used a USB to install windows as it is a cloned NvME SSD drive 1 TB in a HP laptop.

I had noticed that the screen was black (very dark blue) on my HP laptop just setting on the table, running. I tried moving the mouse , thinking it was just sleeping. Nothing. Then I pressed the power button and nothing happened. Where I plug into the HP Laptop power cord it was shining white, indicating the battery was fully charged. It appeared OFF for all purposes, but would not boot up after pushing the power button several times (waiting in between for some response).
My wife notice that the right side, where the HD light flickers and the power light shows up, that it was still lit. So I pushed and held down on the power button for several seconds and she said the power button light went out. Then I pushed the power button and it booted up as normal, except with it got the the main desktop it showed the blue pop up. Closed it and all was working as normal.

Then I went to plug it into the TV HDMI cable to watch some streaming from my laptop to the TV and as soon as I touched the HDMI port on the laptop, it went blank again. Plugged in the HDMI and pushed and held the button for a bit and it booted up fine, and again, had that message.

Surely somewhere in the system or Registry is a trigger or that same message. It is on my computer and not coming from an outside source. WHERE is it?

Will include a screen shot of the message, again for reference.

Your description of the failure event & the message also makes me think you are running Windows from a USB-connected device i.e. "WindowsToGo".
I suggest you check and post your Disk management.

And I suggest you check the contents of the USB device you mentioned and try running without having it connected.

    All the best,

There are no other USB devices plugged in while streaming or connected to the HDMI cable , that is is on the right side of the laptop
    etc on previous page..

That said, in an unrelated thread about a jiggling mouse where the poster insisted no mouse was connected.. eventually he found there was one buried amongst a 'rats nest' of wires...

I looked in my registry using REGEDIT and I found the registry item talked about not in the HKEY_CURRENT_USER but in the HKEY_LOCAL_MACHINE / System/ CurrentControlSet/Control and there IS a registry entry there.
in the right is the key "PortableOperatingSystem and the dWord is set to 1, which means active. What if I just change that to a 0 then it would be "inactive" correct?
Still wondering why the HP Laptop goes into a black screen and you loose everything opened in Firefox when you press and hold the power key to shut down, AS THE LAPTOP IS STILL POWERED UP AT THAT MOMENT BEFORE HARD SHUT DOWN.

This is what I have for that key:

The only references to PortableOperatingSystem in my registry are

you loose (lose) everything opened in Firefox
Assume it depends on whetheryou have FF set to resume last session. However there is a potential difference between a hard shutdown and a graceful one.. as to whether and when FF saves those details.

Does Reliability History have any entries ?
Have you tried a power-off shutdown, then unplugging all external devices and restarting the laptop ?
If operations are normal, reconnect external devices, one at a time to see if one causes the problem.

I have shut down AND then rebooted many times. Will never get that message on a normal reboot, soft or even a complete shut down and then reboot a bit later. Only got that message when it ABRUPTLY shut down.

NOTE: I have had Firefox opened up with multiple tabs open and even a severe power off, after reboot if I start Firefox all the tabs come back up like they were, just needing to click on them to kind of "refresh" them so they show info that was there before.

Below is a picture "screen save" of the registry key for your dissection I tried to upload the saved exported .reg file but doesn't seem to want to do that. Also NOTE I have already set the value to (0) for the PortableOperatingSystem. It was a (1) before.

    Thank you for your reply.

On the basis of what I showed you,
    a. export that key
    b. delete that value (PortableOperatingSystem)
    c. search your registry for any other occurrences

If you have more than I showed, act as above.

Then see if you still have the problem.
