When changing the text size thro make text size bigger or changing the font size ( I use alternative font sizer ) the text in a lot of apps tend to break like the this photo, dpi 125% make text size bigger set to 131% , font size is 12 ( note that both font size and make text size bigger either of them will break text)
Are you seeing this as a universal issues throughout Windows or only in Rainmeter?
If it is something that you are seeing only for this program, you might try bringing up the properties for that app, go to the Properties tab, then try to see if any of the compatibility settings help at all.

That means that the App has not been written to take account of unusually large font sizes. Thus a fixed size of text area or box cuts off the text.
e.g. the centred text in the Edit settings box is cut off on both sides and the bottom.
It is not "broken" text as such. You would have to contact the software developer in each application to change that.
In your example every bit of text is in a much too large font.
If you use these system mods then you can't expect to correct problems by using standard Windows settings like scaling.
