Strange file with Chinese character in Windows root hardisk

I have latest Windows 10 Pro and on two computers I saw strange file opened with Chinese character name. I found it by Nirsoft OpenedFilesView sw

Have you idea, what is this?

Who in the maker of the PC?

If in you copy those characters in to a translator Chinese to English what do you get back? you might have to try both simplified and traditional Chinese, or maybe have the translator auto detect the language.
