    2 questions about my Lenovo X270, Plz assist


    1. Why Win10 automatically limited the CPU usage to a maximum of 14% (shown in task manager) when the battery is lower than 50% without charging?

    2. The latest HD620 driver has been installed through Win10 updates, but why Chrome still cannot decode FHD/4K (vp9) when watching videos in youtube? (task manager showed CPU 100%/GPU 0%)

    Why does your Win 10 limit CPU usage when using battery?

    Possibly because of this setting:

    More likely because of this:
    How to Turn On or Off Battery Saver in Windows 10
    (from the huge searchable Tutorials section - do have a look.. very worthwhile)

    - which apparently does more than control brightness (see comments following, especially post #3 on Lenovo

    I.e. you may have a Lenovo utility that is throttling your CPU usage.

    Another related angle (the above is more likely in your case):

    Battery saver already turned off and I set power plan to "High Performance" but still cannot fix it
    Also, I did not install any Lenovo utilities for ThinkPad

    Please help.

    These may have come with your device. I don't know your install history.

    You can see all startups with e.g. Autoruns (free from MS).

    You could boot to Safe Mode and see if the same restriction applies.
    If it doesn't, try a clean boot.


    If this started to happen recently, try using
    - a System Restore Point
    - restoring a previously created 3rd party disk image - the routine and regular use of disk imaging is endlessly recommended here.

    Good- what was the cause?

    FWIW people have reported issue when using hardware acceleration... causes browser crashes. There was a recent thread on that.

    Have you tried with a different browser?

    And as that may be Chrome-specific, try a Chrome forum...

    I am using Opera instead of Chrome but it's Chrome-based

    P.S. I did not do anything but CPU no more drop to 14% limit now
