    I agree that it's worth re-trying with your own 21H1 Version's ISO file. Option 5 [TechBench] of the download ISO tutorial allows you to select a Version.
    Download Windows 10 ISO File -TenForumsTutorials

    And then run the Repair install [aka In-place upgrade] from that 21H1 ISO file
    Repair Install - TenForumsTutorials

    If that works then make a new system image before trying again with a current 21H2 Version ISO to get up to date.

    Uninstall any less common 3rd party security programs.

    Check you have at least 30Gb free on C:

    1. download the iso file (e.g. using the MS media creation tool if your build is 19044)
    Tutorial available - includes how to get older builds.
    2. right click the iso file
    3. click Mount (available by default)
    4. disconnect the internet (you're NOT going to get updates as part of this right now)
    5. Open new drive letter created
    6. Double click setup.exe

    Now consider your error number. See e.g.
    FIX 0xC1900101 - 0x40017: Installation failed in SECOND_BOOT phase in Windows 10 Update. (Solved) • Repair Windows™

    Note: no guarantees of an easy solution here.
    I did all that. Except I haven't tried installing from a media and clean install because it's complicated at the moment for me. I tried installing the same version I have now. Might it be caused by the Windows Update Policies? Because they forbid updates in my system.

    You haven't said if Home or Pro, I think.
    I have a Pro version, I use it at home, and I had to disable windows updates through policies because of an error that prevented updating to a new version.

    Start by removing those policies just in case they interfere.
    (I have certain policies set- Notify for updates, and for restarts after an update - these don't).

    Simply put, simplify and eliminate possible problems. What AV do you use?

    Then see previous post- check space, see the link about your message, research further.

    You can then get a copy of setupdiag.exe from MS and see if that gives a clue. It tries to match info from log files against known cases.

    Ok, I managed to do an in-place upgrade after turning on Windows Update in the registry. It didn't help. What's next?

    Have you tried creating a new user for test purposes.. log in as that user.. does the New cAttachment 372046ontext menu then work?

    (This is getting too long for me to read all the way back. to check if you have).

    Log in as the original user. Example, New Shortcut.
    Compare what you have in your registry to this:
    - the part on the left is from Brink's reg file from the tutorial to add/remove New shortcut.

    All entries in the "New" context menu have disappeared-1.jpg

    You can try using that tutorial and see if it helps if yours differs. After using the tutorial

    Yes, I've tried creating a new user - all the same. Those registry entries are exactly the same, I just checked. That tutorial, I also tried. Maybe there're some other registry entries that need to be changed? Or maybe it has something to do with the user rights? I have no idea though.

    Ok, same in both users. Strange.

    Get a copy of Shellmenunew (free) and run that. Post a screenshot.

    See:

    and see if the detail there helps at all or prompts an idea.

    Try following the attached zip document which I created to add some of my own: there's a zip file including one to add a txt document.

    There's another zip file from VG there as well.

    You can also try working through this:
    windows 7 - "Create new text document" option missing from context menu - Super User
    which gives further detail. (Ignore that it says Win 7- you'll see a Win 10 user used it)

    I don't know what you've done or what's happened to your O/S.

    Finally I've added a small utility which can be used to create or remove New menu enries the New menu editor.
    Run that as admin.
    Maybe it will help, but I think there's some small more fundamental thing wrong.

    Here's a screenshot from Shellmenunew:

    And here's from New Menu Editor:
    All entries in the "New" context menu have disappeared-111.jpg
    But no matter if I add or remove items from there, nothing changes.

    I did all those manipulations with the registry, including creating templates. Nothing worked.
