Clicking Start or Date/Time does nothing - Windows 10

Hi, clicking the Start icon does nothing, pressing the Windows Key does nothing, and clicking on date/time in the opposite corner does not bring up the calendar (does nothing).

    I've tried:
    • Everything Here
    • Getting latest Windows updates
    • Trying to restore Cortana
    • Restarting Windows Explorer
    • Regedit HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WpnUserService - Modifying the Start DWord to 4
    • Sfc /scannow [Found issues and fixed them = now says: Windows did not find any integrity violations]
    • DISM /Online /Cleanup-Image /RestoreHealth
    • Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
    • Creating a new administrator account in Windows, logging in there - problem still persists.

    And several other things recommended.

    Please help thanks.

Hi, history please: (so often omitted by users)..
    a. When did this start?
    b. What happened just before this?

    Recovery options:
    a. Use a System Restore point created before this happened
    b. Restore a disk image you created before this happened
(The regular and routine use of disk imaging e.g. MAcrium Reflect - free + external storage is endlessly recommended here).
    c. Perform an in-place upgrade repair install - tutorial available- for which you need an iso file of the same major build you currently have (unstated) all of which are freely downloadable (tutorial available - in the Tutorial section.

The forium prompted you thus (so we don't have to keep asking):

The absolute latest update - which is the version I installed after the issue. So whichever build was before what is shown below, is what I had, when this started happening.

    version 21H1
    build 19043.1055
    Win 10 Pro

Sadly I looked at Restore, and as usual when I get a new PC/OS installation (months ago), I always forget to enable it.

I added a .reg file to the Registry prior to this but in that case I took a backup of the registry. Reimporting the backup didn't fix it, but the import gives the message that it couldn't complete because files are in use (almost completed). Maybe I should try that in safe mode?

Finally, the stupid thing I did was change the permissions to the files in Syswow64, which is why I thought the restoration options I listed in my first post would possibly solve this, and given that Sfc /scannow DID find issues and fix them.

The command prompt text I entered:
    Code:
    cd /d C:\Windows

        takeown /f SysWOW64 /r

        cacls SysWOW64 /t /g everyone:F
        or
        cacls SysWOW64 /t /g "authenticated users":F
It allowed me to write over a file (which I backed up), and then when that wasn't needed I restored that original file. But I haven't undone that operation, nor do I know how to.

Just to add that I haven't experienced any other issues other than the two I am trying to fix (Start not responsive, Date/Time not responsive)

Thank you very much for your reply.

But I haven't undone that operation, nor do I know how to.
Tweaking.com's free repair tool offers a repair to correct permissions.

I have no idea how much that will help.

Reiterate performing an in-place upgrade repair install. As you have 21H1, you can create a suitable iso file using MS's media creation tool.

Just to add that I haven't experienced any other issues other than the two I am trying to fix
Yes, everyone wants a specific small fix for their particular problem. I know- it would be marvelous.

Creating a new administrator account in Windows, logging in there - problem still persists.
    - strengthens the argument that the problem is not account specific and an in-place upgrade repair which keeps all progs and data is appropriate.

Oh I just meant everything else besides this problem, is running without issue.

An in-place upgrade repair install from ISO -
Does this entail retaining all files and work but then needing to reinstall all programs and drivers?
And does the ISO file need to be on external media?

It has the same implications as any feature update (upgrade) including creating windows.old

    a. download the iso file
    b. rt click it, click Mount (available by default)
    c. open new drive letter created
    d. double click setup.exe

Thanks for your help, but please tell what the implications are -
I understand it must be basically a new windows install, if it is creating windows.old
So will I have to reinstall my apps, programs, drivers, etc, while maintaining documents, files, images etc?
Then I can determine what I will prepare

You've tried 10 or more different things, but I don't see anywhere that you restarted the computer.

Do you worry about these things when upgrading to the next build? It's like an upgrade, but takes you back within your same major build.

It's the same underlying mechanism with the same implications.

    You ask:
So will I have to reinstall my apps, programs, drivers, etc, while maintaining documents, files, images etc?
See my post #4 where I carefully anticipated this:
an in-place upgrade repair which keeps all progs and data is appropriate.
For more, please see the tutorial.

No, it's not. It's like an upgrade but takes the build slightly backwards.

A wise person always takes precautions before any major change.
Make sure you have a current disk image of your Windows partitions. Just in case.

Because of course I didn't try that. I only restarted 1000 times during all of those possible solutions. I mean really this is what you have to offer lol? Yes I restarted, tried it first in a few different ways. I got that basic one handled but thanks for your input.

No dude just checking that's all. Other solutions from sites regarding this problem have pointed to reinstalling the OS in a way that does NOT keep your installations.

I think you added that in an edit, as I was editing my post prior to that, and you were updating, so my next reply did not see that info.

But you answered my question which I only asked because I hadn't seen your careful anticipation in your post - because it literally wasn't there for me to see yet.

Some links to the tutorials dalchina was referring to

Repair Install Windows 10 with an In-place Upgrade

    Download Windows 10 ISO File

    - - - Updated - - -

I did NOT at this point need to do "an in-place upgrade repair which keeps all progs and data"

    Solution:

"Tweaking.com's free repair tool offers a repair to correct permissions."

I went through its entirety (minus the pro features)
Running the tasks from the actual "Repairs - Main" tab in the program (in safe mode)
Restored my Start button (clicking and tapping Windows key) and clicking on date/time bringing up the calendar.

    Marked as solved.

    Thanks to Dalchina
