Help can’t boot windows 10

Sorry I’m replying instead of posting my own thread but it won’t allow mobile devices to post

I have tried every option on the recovery screen but can’t boot into safe mode I am able to get to the bios it’s boot is (UEFI) I’m running only one OS on a Lenovo Y700-141Sk in command prompt I can’t use any exe files it says it does not run on win32 I do not have any restore points I have infinite loop on reboots I’ve start up repair, uninstall updates, system restore no restore points, is there a way I can’t make a USB bootable from command prompt? Is there something in the bios I can do to get back in? I can’t make recovery disk I have no DVD
