If you have Pro there's also a group policy option:

Please post a screenshot of the exact message. How are you deleting? delete key? SHIFT delete? Rt click, delete?

    Compare those shown here:

Did you restart after applying the edit?

another fun problem, after changing the group policy and registry it's deleting files permanently instead of sending them to the recycle bin. i changed group policy back to not configured and deleted the registry edit i created but it still doesn't send files to the recycle bin.

i found a cmd command that says it will reset the recycle bin but that doesn't work either i get a message the system can not find the file specified.

    rd /s /q C:$Recycle.bin

    Thank you for your reply.

Notice the message says 'permanently'. This is abnormal. Consider the possibility that the recycle bin is already full.

This happens when you hold Shift + Delete or Shift + Right click Delete. Could be as simple as a stuck Shift Key. Just my two cents.

You have to change it to "Don`t move files to the recycle bin"

You have to apply it to C and D.

Sometimes you will still get the message when deleting items from other drives or partitions, you have to set them the same way.

Run ---sfc /scannow--- and ---dism /online /cleanup-image /restorehealth---to see if there was any file corruption.
