Open "Windows Security" "Virus & threat protection" "Manage settings" And Under "Virus & threat protection settings" Select the "Automatic Sample Submission" toggle button to turn it off.

If you have to dismiss an automatic submission every time you turn on the PC then maybe you have something suspicious detected and awaiting submission?

A screenshot of what it is that you are 'dismissing' would help make clear what you are asking about.

Thanks, that does make your question clearer. You have chosen to turn off automatic sample submission, and every time you reboot it is alerting you to that fact.

I presume you are seeing a yellow warning in the Windows Security shield on the Taskbar after a restart.

If you click on the shield it should open Windows Security where you'll see the recommended action to turn it back on.

If you click Dismiss here, then it should remember your choice and should not warn you when you next restart.

If it's not remembering your dismissal, then something is not working correctly. I have tested it on my machine and I only have to click Dismiss the once, after that it never reappears after a reboot.

You could try resetting Windows Security.

How to Reset Windows Security App in Windows 10

If that doesn't help then I would run SFC /ScanNow from an elevated command prompt to check for and fix possible corruption.

It shouldn't keep needing repairs like that. Can you think of anything you're doing that could be breaking it? Winaero tweaker? A 3rd-party AV, or something like that?
