    Automatic repair loop Windows 10

My PC is caught in an automatic repair loop. It attempts to boot, fails, diagnoses the problem, attempts to repair and then comes up with an error saying "automatic repair couldn't fix the problem" with the error file (WINDOWS\System32\Logfiles\Srt\SrtTrail.txt)

If I go into the advanced boot options and try to repair the system or launch the command prompt, I get an error "You need to sign in as an administrator to continue, but there aren't any administrator accounts on this PC" If I boot into Safe Mode with command prompt I get the same thing.

I don't have a Windows install usb to boot from there either.
