My two PCs are on v2004, Build 19041.329 and both have two user accounts.
FYI - I turned off the "Suggest ways I can ......" notification but then discovered the setting is profile specific. After turning it off in my (Administrator) profile I had to go to the other (Standard) user (my wife) and turn it off there as well.

Just thought you'd like to know. Now let's see if it is effective so that we do not see the darn pop-up again.

Usually, it's only seen after a clean install or sometimes after a feature update of build 18945 or higher.
