F11 key normally fullscreen Chrome etc...But notebook PC function keys are different. F11 controls the chrome sound level. FUNC + F11 also controls the sound level with a different looking panel.
How can I full screen then?

only lists F11 as Chrome full screen on/off.
Perhaps some other program has defined the function of F11, if it's not specifically assigned by your laptop.
So that's odd. Usually on a notebook you would either press F11 alone or Func (Fn on some notebooks) in combination with F11 to activate the "real" F11 function key.
The fact that you are seeing volume control for both methods, although one looks different, tells me at least that pressing F11 in combination with Func is doing something different. My suspicion is that some program has taken over the F11 key for use as a volume control.
Here is something you might try:
1) First determine whether pressing a function key by itself activates the actual function key or the "special" function for the laptop. Maybe the brightness control is a good test. For example, on my laptop, F2 and F3 are brightness down and brightness up. If I press just the F2 or F3 key the brightness is changed so I know that I have to press Fn + F2 or Fn + F3 to get the actual F2 or F3 key activated.
2) Open task manager to the Processes tab to see if you can spot a particular program becoming active when you press F11 or Func + F11 (whichever the "real" F11 is). Maybe that will help you to determine what program has hijacked F11.
3) Once you determine what program has taken over F11, check the help or documentation for that program to see if you can disable the volume control in that app or assign that capability to another key combination.
4) Another method might be to perform a clean boot to verify that something is indeed hijacking the F11 key

You could try a browser extension:

or you could experiment with Autohotkey (free scripting language) and write a script file with 1 line something like
IfWinActive ahk_class Chrome
RAlt::F11
(Detail needs checking)
That means 'if Chrome is active, then pressing right ALT sends F11'
Or you might need to use
#IfWinActive ahk_class Chrome
RAlt: Send {F11}
I think I will try the browser extension, will get back on this today.
EDIT, The extension works. you get an icon on the browser bar. And the F11 key now full screens the chrome window. no longer does it do anything with the volume.
OF course what is dumb or good depending on your POV, all logged in chrome windows on every single computer now have this extension, so I will see it on all my PC's....which I really dont like. Why affect unaffected PC to fix a single solitary ASUS note book issue.
If you click the three dots (chrome menu) upper right corner, in the drop down menu that appears, find the word zoom. To the far right there should be an icon with four corners. That is full screen. Click
