You can with this command: powercfg.exe /setactive a1841308-3541-4fab-bc81-f71556f20b4a
These are all the power options:

You're referring to Power saver then. I did not realise. I've checked an older Windows 10 computer and can see that Power saver did once exist on it [I must have deleted it from this one when I first received it yet failed to note it in my installations log].
But the OP did not ask about the Power saver power scheme. The OP asked about Settings, System, Battery - Battery saver.

Battery saver is a battery charge controller to avoid charging higher than 50 or 80%.
As it's a hardware controller, normally it is specific driver from the laptop manufacturer.
You have to launch a battery saver application and set the desired charge level.
To create a batch file to change the set point, you must know where is the set point stored.
Can you right click on the Battery Saver and create a shortcut on the desktop?
On the shortcut you will find the cmd line to launch the Battery Saver.
Does this mean anything ?

With esbattthreshold 0, battery saver is turned off, and any other value greater than 0 turns it on to be set at that particular level. Is this correct, or am I barking up thewrong tree?
pn: Right click on battery saver icon doesn't show option to create a shortcut ( there is a tutorial for doing it at Create Battery Saver Shortcut in Windows 10 ).
