Win 10 : What is this green bar at the top of windows explorer?

Recently reinstalled win 10 on a fresh SSD and I noticed there is a green bar at the top of windows explorer. It looks like the loading bar, but it NEVER goes away, it just slowly creeps to the edge and stays there FOREVER.
It seems to do this if I use the "large icons" view, even if the folder has almost nothing in it. For example, 10 jpeg files in a folder, all thumbnails have loaded and the green bar still stays there forever.
I have no network drives mapped.
Does anyone know how to figure out what is causing this and stop it?
