1909+ Fast Startup Setting Gone But Why Would MS Enable It by Default?

I dual boot and Fast Startup causes many problems when trying to get from one system to another.

In a fresh1909 installation (not upgraded from earlier W10 versions) there is no Fast Startup or Hibernation settings in Power.

One can check using Win Key + R and type in regedit..

    Go to this key:
    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Power\HiberbootEnabled

It's DWORD value is 1 meaning it's ON by default. (DWORD value of 0 disables fast startup, value of 1 enables it). I imagine when it's not present the system defaults to fast startup enabled but unlike with HiberbootEnabled = 1, it additionally hides the GUI option.

    Hello Peter,

    Correct 0=off and 1=on.

My upgrade from Win 7 was acting up in a dual boot and that's what I unearthed thanks to Mahmoud over at EasyBCD/Neosmart.
I'm surprised the powers that be would enable it by default.

Fast Startup is turned on by default in Windows 10, but even if turned off, it's not unusual for an update to reset some settings back to default.

It is perfectly possible to have that DWORD set to 1, but not see Fast Startup anywhere in the Control Panel Power options. That is what you find if Fast Startup was enabled, then you disable Fast Startup with powercfg /h off

I have a checklist I run through after each major update. Turning Fast Startup off again is one of them. Others include setting Task Manager back to 'More details' and turning back on the 'Details' pane in File Explorer.

I know to check these things after every major update. I never used powercfg. This fresh copy of 1909 has no entries for Fast Startup and Hibernatioin in Advanced Power Settings. It's simply not there. But if your 1909 is an update from an earlier Win10 then it will still show up.

do you have Administrative rights or privileges, Ex_Brit?
need Admin rights to have access to the Fast Startup option

Also I actually installed a completely fresh 1909 Pro install onto a blank hard drive from the Jan 2020 v1909 refresh ISO (build 18363.592) and I do have the fast startup option available on my desktop PC as seen in this pic:

maybe the "missing" fast startup option you experienced occurred with the "original" 1909 install media (build 18363.418 or earlier) and the problem was addressed with the newer "refreshed" 1909 ESDs/ISOs like the one I'm using.

-granted, I did this on a desktop PC and not on a laptop PC

If you have ever used the command powercfg -h off to disable hibernation then you will not see the fast startup or hibernate options. Enter the command powercfg -h on in and admin command prompt and see what happens.

that's true Steve C but I never had to use the powercfg -h off command at all (not even after setup).
the Fast Startup option was readily available from the start, right after
Win10 v1909 installation onto a previously formatted hard drive

I even cleaned installed v1909 Jan 2020 refresh on an old Dell laptop and here's
the screenshot of "fast startup" option available (notice the on battery & plugged in options are blank):

also Peter is using a dual-boot config while I do NOT use that - the Win10 v1909 is the only OS installed
on both my old desktop & laptop PCs (both using legacy BIOS [non-UEFI] chips)

in both computers the built-in MS Basic Display Adapter driver is used since I did not get
a chance to install the appropriate graphics drivers on them

maybe there's also a hardware incompatibility or bios/uefi feature on Peter's computer that may also prevent the fast startup option from showing up - he needs to specify what computer he's using where he experienced the "missing" fast startup problem
