After Sleep, programs hang upon launch

I have been having some really odd issues where when i either wake my computer up from Sleep, or when i'm playing a game for a long time and quit out to use my computer for other things, this will happen.

I have Outlook running and coming back from either of the above situation, and it shows as Disconnected/Limited Connectivity. I try to connect, and it ignores my command. I exit out of Outlook, and when i go to reopen it, it will not launch. Nothing appears in Task Manager, just doesn't launch.

With Firefox, i open up the program, and i get a white screen, and it goes into Not Responding. The same goes for IE, Chrome, and Opera.

I tried running the sfc /scannow in a cmd prompt, and it hangs as soon as i hit enter, nothing appears within cmd. I tried exiting out of the window, and the X will not respond and ignores my command.

Right now, the only way to close one of these programs is by using end task, and even sometimes that won't work. So the only way to fix this is by restarting the machine, but then it goes right back to the way it is eventually. I have automatic updates turned on, and the build is reading at Windows 10 Pro 1809 Build 17763.615. Updates says it is up to date.

Any ideas about what i can do to fix this? Thanks

I'm just guessing here - but try in this order:
    - from an elevated Powershell prompt: sfc.exe /scannow
Try in a Clean Boot or in Safe Mode w/Networking
Clean boot: Perform a Clean Boot in Windows 10 to Troubleshoot Software Conflicts
Safe Mode: Boot into Safe Mode on Windows 10

    - from an elevated Powershell prompt: DISM.exe /Online /Cleanup-Image /RestoreHealth
Again, if it doesn't work in normal mode, try a clean boot and/or Safe Mode

If that doesn't fix it, then:
    - backup your stuff
    - go to Start...Settings...Update and Security...Recovery and select Reset this PC - then select the Keep My Files option
This will uninstall some programs (to include Office), so make sure you have a copy and license to reinstall it (and any others)
    - If that doesn't work, then try to Reset using the Remove Everything option

I'd run a memory diagnostic, maybe a hard drive diagnostic too. To rule those out.

    Good idea Vincenzo!
mknabster - you also may want to do several online antimalware scans (free) - in case your current protection has been hijacked to give false results:

    McAfee
Stinger | McAfee Free Tools (link is external)

    Sophos
Virus Removal Tool for Conficker and Rootkits | Free Malware Detection and Removal | Sophos (link is external)

If infected, please post over in the Security forums for more expert assistance.

    Good luck!

Thanks for the recommendations everyone! I actually did recently run an antivirus/malware scan through Avast and didn't receive anything. I did just try to run a Diagnostic using the built-in option through my BIOS, and I received this error:

    Running MATS Test
    Test Results : System Error
    Error Core 2000-0111
Msg: CPU 0 : General Protection exception occurred

And that's where it stopped, had to press the button to shut down. I'm still able to get back into Windows, but that error puzzles me. Has anyone seen this before? Is there a better diagnostic tool out there i can run? Thanks

Looking for this error on the web gives differing results (motherboard, BIOS, or requires additional troubleshooting)
Some posts in the Dell Support Forums lean towards reverting the BIOS to versions before A09.
I suggest contacting Dell Support for further suggestions.

If the system is out of warranty, Dell can still give you an idea of what's wrong - and we can further try to pin it down based on their suggestions.

I ended up downgrading my BIOS to A08 and the Diagnostic ran fine, everything passed too so that's good. This might not be hardware related after all. The interesting thing is that this is fresh install, only about 2 months old at this point.

Downgrading the BIOS may stop the MATS problem - but it deprives you of the fixes released in the latest version of the BIOS.
I'd suggest going back to the latest version and disregarding the MATS test results

Have you tried the Clean Boot/Safe Mode thing I suggested earlier?
If so, what were the results?

Agreed on the BIOS update, I'll get that back soon. I haven't been able to try the clean boot yet, but that is next to try.

Ok I was able to run SFC and DISM after a clean boot, so hopefully this will do the trick. I haven't had an issue with this happened, so maybe this has done it?
